Authorities, Specifications and Codes & Standards

There are basically two kinds of power involved in the application of codes, standards, and fire protection schemes to a structure or occupancy: regulatory power and economic power. All AHJ's have one or the other.

Public officials can use regulatory power by refusing to issue a certificate of occupancy or determining that a change is beyond the protection provided to the building or operation, allowing them to shut it down.

Insurance companies wield the power of economics. If an insured organization chooses not to follow an insurer's dictates, the insurance company may cancel their insurance or significantly raise the rates.
