The inspection and testing frequencies provided are minimums. Site specific needs and conditions may dictate more frequent inspections. Part of an effective fire protection equipment inspection program is an evaluation to determine the required frequencies based on:
equipment reliability and past failure experience consequences of system failure concerns related to life safety, property protection, and mission continuity materials and labor costs

Also, there is no definition in NFPA 25 regarding the terms - annual, quarterly, etc. - used in NFPA 25.  Thus the default is the definition found in Merriam Webster's Collegiate Dictionary.  This can create a problem, as the definitions aren't specific to the intent of the frequencies that are in NFPA 25.

For instance, the definition of "annual" is as follows: 1. covering the period of a year 2: occurring or happening every year or once a year : yearly 3: completing the life cycle in one growing season or single year...these mean that annual testing can be done in July for one year, but then again in August of the same year for the next year. This isn't the intent of NFPA 25.
