Section 695.6 covers power wiring. The primary issue here is still reliability, in this case, protecting the wiring from damage. For the most part service conductors must stay outside the building and be run separately from the power conductors that supply the rest of the building.
During a fire, it may be desirable to turn off a lot of the other power in the building, but the fire pump must continue to operate and be protected as much as possible. If fire pump conductors are routed through a building, they must be protected from damage, including from the fire, to be certain that the fire pump will operate as long as possible.
