Section 90.7 addresses the intended use of listed equipment.
The Code recognizes that some equipment cannot really be effectively or thoroughly evaluated by the designated inspector, the AHJ, because the evaluation requires special equipment and testing facilities. That kind of equipment will typically be evaluated by a third party and then listed and labeled.
There is no expectation under the NEC to re-examine and reevaluate listed equipment, with the possible exception of looking for damage or alterations, because that has already been done by an independent third-party.
The primary responsibility of the inspector is to see that listed equipment is installed and applied in accordance with its listing and labeling.
