Often the same or similar words are used to define different areas and in such cases the word must be taken in the overall context of the definition. For example, the word "handled" is used in the definitions of both Class III, Division 1 and Class III, Division 2. In Division 1 it refers to fibers or flyings being handled loose, or in the process of manufacture, and in Division 2 it refers to the fibers or flyings being handled in bulk (not in the process of manufacture).
