Special requirements for healthcare occupancies are covered in Article 517. This is a very large subject that involves the use of the NEC, NFPA 99 and many other documents. Typically, there are many authorities having jurisdiction that have an interest in healthcare facilities.
The NEC recognizes that people in patient care areas of a healthcare environment may be somewhat compromised electrically due to direct contact with metallic equipment or even an intravenous line or other probe inserted under the skin. These contacts decrease a person's general resistance to electrical shock and therefore increase their susceptibility to shock.
