As it happened...

The superfire was limited to the first floor, but smoke whisked its way through the resort's HVAC HVAC:
Heating Ventilation and Air Conditioning System and trapped victims in hallways, rooms and stairwells on the upper floors. Some occupants on upper floors were exposed to smoke for hours before rescue. The death toll was 85, and the majority of the deaths were on floors far above the fire, as illustrated in the graph below, due to harmful smoke exposure.
